First things first—How are you? January has been a tough start for many, and I hope you’re doing well. I was knocked out by a viral flu for most of it, but I’m finally back and looking ahead forward to 2025.

Over the past few months, we’ve worked with 16 councils analysing data from 18,000 buildings and 432,000 assets.
SFG20 is still the benchmark, but rigid schedules are becoming a thing of the past. More councils are switching to condition-based maintenance, adjusting schedules based on asset performance rather than sticking to set cycles. Planned maintenance budgets are being cut by up to 30%, forcing FM suppliers to rethink PPM and reactive maintenance delivery.
Also, councils estates are typically managed by 80–90 FM suppliers. Even when a Hard FM contract is awarded to a lead FM provider, they often deliver just 30–45% of the total FM spend, with the remaining maintenance spread across 50+ subcontractors.
What did we learn ?
Councils are rethinking how they procure FM. Some are insourcing, others are reducing supplier numbers by using managing agents, bundling contracts, or tightening contract management. No single approach dominates, but change is happening. For FM providers, this means tighter budgets, more scrutiny, and greater pressure to prove value.
