Government, public and private sector teams put so much on the line – to create something of value for themselves, their community and the country. Behind every service there is a tender and colloboration. This article is my little part to demystify the largest FM tender for Tier 1, Tier 2, SME and third sector FM Service Providers and enable us to come together and kickstart a concerted effort to maintain and build on this – ‘Together’.

The unified procurement process for goods and services under the CCS umbrella gives all government departments and public sector organisations access to facilities management and workplace services across the UK. It also offers opportunities to a certain degree for suppliers to provide international coverage for buyers procuring UK services.

The upgrade will see the inclusion of Social values, Carbon emission net zero modules, Covid-19 implications while broadening the supply base and having flexible agreement to cater to a wide range of customer needs.

FM & Workplace Services RM 6232 framework

The framework will replace the current in-place RM3830 in the facilities management procurement space. The upgraded framework will promote collaboration and will enhance buying options for customers while laying greater emphasis on localized procurement.

 

The new framework will see emphasis being laid on Social values and Zero carbon emission modules. The impact of Covid-19 pandemic and its implications primarily on cleaning services and supply of consumables will also find a place in the specifications. In addition, the enhanced training requirement will include awareness trainings like Covid-19 and enhanced focus on diversity and inclusion policies.

 

The pricing strategy will be similar to the previous framework (RM3830), however, users will find it easier to fill the Price Matrix post the improvements made in the new framework. In addition, scoring methodology will also move from “Low Price Wins” to a variance from median scoring scale.

 

The terms & conditions will be similar to the erstwhile framework and will use the standard CCS public sector contract which included the core terms, frame schedules and joint schedules. There will be key improvements in terms & conditions like Billable works and TUPE surcharge. In terms of call off Processes and award Criteria CCS will have the provision to select the suppliers by the sector and geographical locations. Customers will now be able to use Estimated contract value rather than assessed value which involved a lot of calculations.

Proposed services under this agreement

There are 15 service areas proposed to be covered under this framework which is similar to the previous RM3830 and referred to as ‘work packages’.  Each supplier on the agreement will be offered to provide all the mandatory core services within each of the below work packages:

 

  • Contract management
  • Contract mobilisation (Security and Planned Preventative Maintenance (PPM) during the mobilisation period)
  • Maintenance services
  • Horticultural services
  • Statutory obligations (such as, Asbestos Management, Electrical Testing and Portable Appliance Testing)
  • Catering services
  • Cleaning services
  • Workplace FM services
  • Reception services
  • Security services
  • Waste services
  • Miscellaneous FM services (such as, sports and leisure, first aid and medical services)
  • Computer-aided facilities management (CAFM)
  • Helpdesk services
  • Management of billable works

Supplier Engagement

While setting up the strategy for suppliers, the category team at CCS interacted with a range of current and probable suppliers. The engagement was broad based to have an all-inclusive approach. The suppliers have been categorized into following groups:

 

  • Current suppliers on agreement
  • Suppliers not on current agreement but with potential to be interested
  • Suppliers who bid for the current agreement, but did not get a place
  • Small and Medium sized Enterprises (SME) suppliers
  • Central Government (CG) focussed suppliers
  • Wider Public Sector (WPS) focussed suppliers

The objective is to widen the supply base and have an agreement that is flexible enough to cater to a wide range of customer needs. The supplier engagement will continue to get refined in terms & conditions as well as specifications.

Proposed Lot Structure

Under the procurement strategy in the new framework the supplier engagement has been segregated in multiple lots basis the results of a survey that was conducted to refine the current system under RM3830. The graphic below gives an idea of the shape the new lot structure is going to take.
