In 2025, total public sector FM spend is projected to stand at approximately £27 billion. This comprises around £9.5 billion allocated across central government departments, the Ministry of Defence, and estates overseen by the Government Property Agency, with the remaining £17.5 billion representing expenditure by the wider public sector, including NHS trusts, local authorities, education bodies, and social housing providers. This baseline reflects a mature market where a significant proportion of services are essential to maintaining statutory standards and operational continuity.

Baachu forecasts nominal annual growth averaging approximately 2% over the forecast period, resulting in total public FM spend reaching nearly £30 billion by 2030. However, in real terms—once inflationary pressures are accounted for spend is likely to remain flat or show a slight decline.

Several structural drivers are expected to sustain demand over the period. Statutory compliance remains the most consistent factor underpinning FM expenditure. The Building Safety Act 2022, strengthened water hygiene regulations, and stricter ventilation standards are placing renewed emphasis on planned maintenance and compliance monitoring, especially across NHS and education estates. Over 700 PFI contracts are approaching expiry before 2030, creating predictable demand for condition surveys, handback services, and reprocurement processes. Decarbonisation commitments continue to exert upward pressure on budgets. The NHS Net Zero Strategy and the Public Sector Decarbonisation Scheme, which has allocated £1.8 billion of funding, are driving investment in energy efficiency retrofits, EPC improvements, and carbon monitoring systems. Although these projects are often supported by capital grants, they typically require sustained operational funding and technical FM expertise to deliver.



Nevertheless, several constraints are likely to limit overall growth in the sector. HM Treasury Spending Reviews have imposed flat or declining capital budgets across departments and local authorities, which has delayed or scaled back discretionary refurbishment and asset renewal programmes. Estate rationalisation is also expected to reduce the footprint of facilities requiring FM services. The Government Hubs programme alone is targeting a 20% reduction in central office space by 2030, while further consolidation is underway in the defence estate and other departmental portfolios.



Insourcing trends are placing particular pressure on soft FM services. NHS trusts, academy trusts and councils are increasingly opting to bring cleaning, catering and security functions in-house, citing cost control, employment stability, and social value commitments. The Procurement Act 2023, which came into force in 2024, is also driving greater fragmentation in procurement pipelines. Contracts are being awarded for shorter durations, with more emphasis on social value delivery, SME participation, and price competitiveness—factors that can compress margins and create additional operational complexity for FM providers.

In Baachu’s base case scenario, total FM spend is forecast to grow at an annual rate of between 1.7% and 2.5%, driven by compliance-led demand and the steady reprocurement of contracts under CCS frameworks. An upside scenario, in which decarbonisation programmes accelerate and insourcing activity slows, could see CAGR rise to between 2.5% and 3.3%. In contrast, a downside scenario characterised by aggressive insourcing and prolonged budget constraints could reduce growth to between 1.2% and 1.6% annually.

Growth is primarily driven by statutory obligations, decarbonisation commitments, and PFI reprocurement, balanced by cost pressures and insourcing. Looking ahead to 2030, the sector is expected to remain resilient overall, with essential maintenance and compliance spending continuing to underpin demand. However, the market will also be characterised by shorter contracts, increased competition, and a more fragmented procurement landscape. Suppliers should prepare for a mature environment where technical FM services especially those involving statutory compliance and asset lifecycle management remain relatively stable, while soft FM services face greater insourcing and price pressure.
