Prime Minister Keir Starmer has delivered his “Plan for Change” speech this morning, which has set out the next phase of delivering a “mission-led government”. 

This followed a press release yesterday in which the Prime Minister pledged an extra 13,000 police personnel on the streets in England and Wales over this Parliament, and that every neighbourhood will have a named, contactable police officer responsible for dealing with local issues.

A further five pledges were made today to form the six milestones for change.

Six milestones for change

1. Raising living standards – measured through higher real household disposable income and an “aim to deliver the highest growth in the G7”.
2. Rebuilding Britain – with 1.5m new homes built and fast tracked planning decisions on “at least 150 major infrastructure projects”.
3. Ending Hospital backlogs – with 92% of patients waiting “no longer than 18 weeks for elective  treatment”.
4. Putting police back on the beat – 13,000 additional police officers, PCSOs and special constables.
5. Giving children the best start in life – with 75% of 5 year olds “ready to learn when they start school”.
6. Securing home-grown energy – putting us “on track to at least 95% clean power by 2030 while accelerating to Net Zero”.

Whilst several reflect previous commitments there are slight changes along with the new pledges. For example, achieving the highest growth in the G7 is now an aim not a pledge. In addition to this, the previous discussions on the pledge for clean power by 2030 indicated that this would be 100% as opposed to 95%.

The Prime Minister also pledged that the Government will “reduce immigration – legal and illegal”
