What You’ll Find in Generic UK FM Market Reports (And Why Much of It No Longer Reflects Reality)

In 2024, fewer than one in ten facilities management contracts awarded in the UK included any requirement for smart building technology, despite frequent claims that such systems had become standard. This contrast highlights a recurring issue in the market intelligence landscape. Most organisations searching for FM market analysis will naturally gravitate towards recognised names such as Frost & Sullivan, Mintel or Mordor Intelligence. Their publications are attractively presented and widely circulated in boardrooms and strategy meetings. Yet these reports often repeat similar narratives year after year, relying heavily on projections or survey-based assumptions rather than evidence from operational contracts.

Over the past five years, we have systematically reviewed more than ten thousand FM contracts across public frameworks, NHS trusts, local authorities and private portfolios. When this contract-level data is compared with many of the prevailing narratives, the gap between expectation and reality becomes clear.

One of the most persistent claims is that hybrid working continues to reshape FM strategy across the UK. In truth, the period of experimentation with hybrid models peaked in 2022 and 2023. Since then, most large occupiers have established stable working patterns, with the focus shifting to reducing leased space and managing occupancy costs rather than redesigning workplaces for collaboration.

Another widespread assertion is that FM is now a digital-first industry. The suggestion is that smart sensors, automated analytics and AI-driven systems are ubiquitous and transforming day-to-day delivery. Yet in practice, most contracts reference only basic digital requirements, such as the use of CAFM platforms for statutory compliance and reporting. In 2024, only a small proportion of tenders included any specifications for more advanced digital tools. Technology forecasts in generic reports frequently highlight the impact of AR and VR on maintenance and inspection. While these solutions attract attention, they remain confined to pilot initiatives. There is little evidence of scaled deployment or sustained adoption across public sector portfolios or multi-site contracts.

Sustainability is another theme that features prominently in high-level FM reports. It is often presented as the primary driver of innovation and procurement priorities. In practice, while carbon reduction commitments are increasing, few organisations have the funding or mandate to implement comprehensive decarbonisation strategies without external support. Sustainability measures are progressing incrementally, shaped as much by budget constraints as by long-term policy ambitions.

The same pattern emerges in claims about integrated service models becoming the dominant approach to FM delivery. Although some large commercial clients continue to procure bundled contracts, many public sector organisations are moving back to single-service arrangements or partial insourcing. This trend is driven by the desire for more control, simpler risk allocation and, in some cases, VAT considerations. The idea that FM is now primarily a strategic partner driving transformation is another recurring assertion that often does not reflect contractual reality. Most procurement exercises still prioritise statutory compliance, predictable delivery and transparent pricing. While there is an appetite for innovation, clients expect it to be demonstrably linked to reductions in cost or improvements in risk management rather than purely aspirational enhancements to service experience.

This disconnect between published reports and operational evidence matters because it shapes how FM leaders frame business cases, allocate resources and prepare for competitive tenders. When forecasts are overstated, organisations can be drawn into planning around expectations that have limited relevance in the current market.

A credible facilities management market report should be grounded in verifiable data rather than broad generalisations. It should clearly distinguish between emerging trends and actual procurement adoption and explain the methodology behind any conclusions. While established research firms have strengths, particularly in tracking regulatory developments and providing international comparisons, their assessments of adoption timelines and delivery models often reflect optimism more than evidence.  A credible UK FM market analysis should be based on verifiable evidence—not simply on projections or technology vendor input.
